The International Safety Equipment Association (ISEA) applauds the Trump Administration’s actions to increase the efficiency and effectiveness of the Federal Government. American taxpayers deserve a high performing government apparatus that enables prosperity, safety, and security for all.
However, ISEA is concerned by the Administration’s FY2026 budget proposal, which eliminates core functions of the National Institute for Occupational Safety and Health (NIOSH), including the vital Respirator Approval Program (RAP). These cuts put workers, public health, and national security at risk.
NIOSH Cuts Undermine Safety for Millions of American Workers
NIOSH plays a central role in ensuring that the gear protecting our nation’s workforce—from respirators to research-based safety practices—meets the highest standards. The proposed budget would slash NIOSH funding by more than 75%, with only three remaining programs: mining research, the fire fighter cancer registry, and the mesothelioma tissue bank. Defunding the NIOSH Respirator Approval Program (RAP) is particularly alarming. This program ensures the respiratory protection used by tens of millions of workers—from construction crews and miners to nurses, law enforcement, and the U.S. military—meets rigorous safety and performance criteria.
“This proposal isn’t just a budget cut—it’s a rollback of the nation’s safety infrastructure,” said Cam Mackey, President and CEO of ISEA. “The NIOSH Respirator Approval Program is the gold standard for respiratory protection. Without it, workers face greater risks, counterfeit products will flood the market, and our national readiness will be compromised. We urge Congress to reject these cuts and reaffirm our country’s commitment to workplace safety—and we call on the Administration to recognize and restore the RAP as a critical national asset.”
Respirator Approval Program: A National Asset
The NIOSH RAP supports:
- Worker Protection: American workers depend on respirators that have been independently tested and approved.
- National Security: NIOSH-approved respirators are used by first responders and military personnel. RAP plays a critical role in identifying and removing counterfeit and unsafe products from the market.
- Economic Security: U.S. respirator manufacturers are global leaders, thanks in part to the RAP’s transparent and trusted evaluation system. Eliminating the RAP weakens domestic manufacturing and increases reliance on foreign suppliers.
- Public Health Readiness: The RAP ensures a domestic supply of critical PPE during emergencies, reducing reliance on imports during times of crisis, such as pandemics, wildfires, or chemical events.
Congressional Leadership Matters
ISEA applauds Rep. Summer Lee (D-PA) and Sen. Andy Kim (D-NJ) for their leadership in submitting formal appropriations requests to fund the RAP in FY26. We look forward to working with Congress, the Administration and other organizations to reinstate this critical program and invest in a safer, more resilient workforce.
OSHA Must Be Strengthened, Not Stalled
In addition to NIOSH, ISEA urges Congress to provide robust funding for the Occupational Safety and Health Administration (OSHA). Injuries, illnesses, and fatalities cost the U.S. economy $167 billion annually. Yet, a well-funded OSHA saves American businesses more than $20 billion each year by preventing hazards, reducing lost productivity, and avoiding workers’ compensation costs.

Workplace safety is not a line-item expense, it’s a national imperative. Now more than ever, our workers, economy, and national preparedness depend on strong institutions like NIOSH and OSHA. ISEA calls on Congress and the White House to restore NIOSH funding, protect the RAP, and reaffirm America’s commitment to safety.
